Toda la nueva información subida en esta carpeta da respuestas a preguntas específicas formuladas por los competidores, pero su uso no es obligatorio. La carpeta contiene:

Archivos crudos SIG de escala cuenca

Una capa DWG que calza en el archivo Autocad DWG: “urbano territorio fluvial”

Cuando decimos información “cruda”, quiere decir que se trata de material no editado.

All the new information uploaded in this folder gives answers to specific questions of the competitors, but the use of it will not be mandatory. The folder contains:

GIS raw files, basin scale
3 Historical aerial pictures
DWG Construction layer which fits to the Autocad DWG file: “urbano territorio fluvial”

When we say “raw” information means contains non edited material.

Para ajustar el calendario y los plazos entre los hemisferios norte y sur, hemos decidido dar un mes más para el desarrollo de las propuestas. La nueva fecha de entrega es el 05 DE DICIEMBRE 2018 a las 11:00 AM, hora local chilena.

In order to adjust the calendars/time frame between the northern and southern hemispheres we have decided to give one extra month to develop the proposals. The new deadline is DECEMBER 05, 2018 at 11:00 AM Chilean local time.

1. DESCARGAS Y PARTICIPACIÓN / DOWNLOADS AND PARTICIPATION

1.1. Descargas /Downloads

Hemos recibido dos informes sobre un problema con las descargas. Si han experimentado algún problema al bajar la información, por favor visiten nuevamente el sitio web, pues le hemos hecho mantenimiento y todo ha vuelto a funcionar correctamente.

We have received two reports about a problem with the downloads. Please, if you had experienced any problem check the website again. We did a maintenance so everything is working properly again.

1.2. ¿Hay que hacer una inscripción para participar? /It is necessary to do a registration to participate?

No hay que hacer una inscripción aparte de la necesaria para bajar los documentos. Una vez se entra a bajar los documentos, la organización tiene el contacto del participante para cualquier comunicación necesaria.

It is not necessary to do a registration to participate. Once you do the registration for downloading the documents of the competition we register your email address for any further communication.

1.3. ¿Puede participar una sola persona? / Can one person participate alone?

Sí, pues no hay ninguna exigencia sobre la cantidad de personas para constituir un equipo. Como comité organizador animamos a constituir equipos, pero no es una obligación.

Yes, there is no restriction about the quantity of persons needed to make up a team. As an organizing team we encourage the participants to work in teams, but it is not mandatory.

1.4. ¿Existe un máximo de personas para constituir un equipo? / There is a máximum of persons to make up a team?

No hay ninguna exigencia sobre la cantidad de personas para constituir un equipo.

There is no restriction about the quantity of persons needed to make up a team.

1.5. ¿Hay opción de hacer una segunda visita? / There is a chance of doing a second field visit?

No está contemplado hacer una segunda visita, en todo caso los lugares visitados son de fácil acceso.

There is no chance of a second field visit, anyhow are easy access places.

1.6. ¿Era obligatoria la visita? / Was the field visit mandatory?

No era obligatoria la visita, hemos subido una galería de imágenes en la página web de la visita a terreno.

1.7. Las normas del concurso establecen que el líder del grupo debe ser un urbanista, arquitecto paisajista, eso significa que, ¿una persona con un grado de master en arquitectura no puede o no está calificado para ser líder del grupo? / Since the regulatory principles to apply determine the architect leader should be an urbanist or a landscape architect, does that mean a person with a Master degree in Architecture cannot or it is not qualified to be team leader?

Si es arquitecto, urbanista o arquitecto paisajista, puede ser líder del grupo, otras opciones no están contempladas en este llamado.

If it is architect, urbanist, landscape architect can be the leader other options are not covered in this call.

1.8. Si competimos como un equipo, ¿El equipo tiene que ser multi-disciplinario, incluyendo urbanistas, y/o arquitectos del paisaje? / If we compete as a team the team need to be multi-disciplinary, including urbanists or/and landscape architects?

No es obligatorio, es sugerido considerando el tipo de proyecto que esperamos, pero no es obligatorio.

It is not mandatory; it is suggested considering the type of project expected but not mandatory at all.

1.9. ¿Son solo ideas para publicar o es un posible proyecto en el futuro? / Just ideas to publish, or a possible project for the future?

Son ideas para crear visiones para futuros proyectos y para convencer a las autoridades que es una materia crucial para el desarrollo de la ciudad. Con esta competición estamos demostrando que es un proyecto válido.

Ideas for creating visions for future projects and to convince the authorities that is a crucial matter within the urban development of the city. With this competition we are demonstrating that is a legitimate project.

2. CONDICIONES DE ENTREGA/ SUBMISSION CONDITIONS

2.1. Sería de ayuda si pudieran explicar los términos de los derechos de autor de los proyectos. Por ejemplo, ¿Pueden los participantes re enviar el proyecto a otras competiciones en el caso de no salir ganadores en esta?, ¿Es posible añadir el proyecto al portafolio personal? / It would be helpful if you could further explain the copyright terms of the submissions by participants. For example, can the participants submit their work to other competitions if they are not awarded in this one? Is it possible to use the submission in the personal portfolio of participants?.

Claro que se puede enviar la información a otra competición y también pueden agregar la información en sus portafolios personales. Como organizadores de esta competición haremos difusión de los proyectos seleccionados en publicaciones sin fines de lucro y con fines académicos, siempre citando a los autores.

Of course the participants can submit the material to another competition and also include it in their personal portfolio. We will do dissemination of the shortlist in publications with academic and nonprofit aims, always giving credits to the authors.

2.2. Me gustaría clarificar el lenguaje del resumen ejecutivo a entregar. Nuestro equipo sólo habla inglés, entonces, ¿Sólo debemos incluir 1000 palabras en inglés? ¿Es esto correcto? / I would like to clarify the language of the dossier deliverable. Our team are just English speakers so we just have a thousand words to work with, is this correct?

Es necesario incluir 1000 palabras en inglés y 1000 palabras en español. Algunos de los miembros del jurado no hablan inglés and vise versa, entonces es mejor tener un pequeño resumen en ambos lenguajes.

It is needed both 1000 in English and 1000 in Spanish. Some of the jury members doesn’t speak English and vice versa. It is better to have a small summary in both languages.

2.3. “Para proteger el anonimato de los concursantes durante las etapas de evaluación, el siguiente procedimiento será implementado: por cada elemento enviado, los equipos, deberán incluir el nombre del proyecto y nunca el nombre de los miembros del equipo.” Qué significa exactamente: “el siguiente procedimiento será implementado: por cada elemento enviado”. / "In order to protect the anonymity of each team the following procedure will be implemented for each element submitted, the team must always indicate the project's name and never the name of any team member." What do you exactly mean with this expression: the following procedure will be implemented for each element submitted?

Significa que cada documento enviado debe venir con el nombre del proyecto.

Means that each document submitted has to include the name of the project.

2.4. Cómo puede ser anónima la entrega si voy a enviar los archivos a través de mi email, en el cual pueden ver mi nombre claramente? / How the submission can be anonymous if I will send the files through my e-mail (in which you can clearly see my name)?

Una entidad son las personas a cargo de manejar el flujo de información y otra distinta la entidad que es el jurado. Los miembros del jurado no tendrán acceso a los nombres. Esta es una competición financiada por el gobierno de Chile, por lo que no hay espacio para comportamientos inapropiados a este respecto.

One entity is the people in charge of managing the information flow and another entity is the jury members. The jury members will not have access to any name. This competition is financed by the Chilean Government so there is no room for inappropriate behaviors at this matter.

2.5. Ustedes piden 3 A0, un resumen ejecutivo de 6 páginas, 3 JPGS y otros documentos, también se debe enviar separadamente una hoja A4-carta con los nombres y profesiones. ¿Qué quiere decir “separadamente” 2 emails o 2 carpetas en el mismo e-mail? / You ask 3 A0s, a 6 pages’ dossier, 3jpgs and other documents regarding the team that should "submit separately an A4 sheet with all names" and professions. What do you mean with separately? 2 e-mails or 2 different folders in the same e-mail?

Por favor, envíen un mail con un link a toda la información.

2.6. ¿Enviar un diploma y los nombres de los miembros del equipo juntos con el proyecto, ¿Puede comprometer el anonimato de la entrega? / Submitting a diploma + the team members' names together with the project could compromise the anonymity of the submission?

One entity is the people in charge of managing the information flow and another entity is the jury members. The jury members will not have access to any name. This competition in financed by the Chilean Government so there is no room for inappropriate behaviors at this matter.

2.7. ¿Deben ser enviado todos juntos o separados en carpetas/archivos? / Have all these files to be submitted all together or in separated folders and files?

Por favor, envíen un mail con un link a toda la información que debe venir en archivos separados: Láminas, Resumen ejecutivo, imágenes, título, hoja carta con los nombres.

Please send just one email with one link to the whole information in separated files: Sheets, Dossier, Images, Diploma and A4 with names.

2.8. Si participamos en el concurso, ¿Cómo la página A4-carta con los nombres de los miembros del equipo relacionará de manera anónima nuestra participación? ¿Será identificando el email desde el cual hemos enviado el material o hay otro procedimiento? / If participating in the competition, how the A4 page with team member’s names will relate to the work done in an anonymous way? It is by identifying the email from where the proposed material and the information about team members is sent or there is another procedure?

Será por el nombre que identifica el proyecto que deberá estar presente en todos los documentos entregados incluida la hoja con los nombres de los miembros del jurado.

It is related to the name of the project that will be written in all the documents delivered including the A4 sheet with the team members.

2.9. ¿Existe algún requerimiento específico para la entrega de los archivos?/ Is there any specific requirement for the submitted files?

2.10. ¿Se menciona que el proyecto puede ser entregado en español o inglés, pero el texto escrito tiene que ser escrito en los dos idiomas, por lo tanto, es una competición bilingüe?

It is mentioned that the competition can be delivered in Spanish or English but the text has to be written in both languages, then it is a bilingual competition, is this correct?

Usted debe desarrollar el proyecto en un lenguaje, pero el resumen ejecutivo debe incluir 1000 palabras en español y 1000 en inglés.

You must develop the project in one language, but for the dossier we ask 1000 words in Spanish and 1000 words in English.

2.11. Seis (6) páginas de texto tamaño carta significa ambas caras? / Six (6) A4 text pages, means recto-verso?

Por favor tener en cuenta que no se trata de páginas de sólo texto. A una cara pues se imprimirán.

Be careful, the dossier it is not just text pages. We will print these dossiers so it is better in recto.

2.12. ¿Los archivos pueden ser comprimidos en un gran archivo o deben ir separados? ¿Esto significa un link para bajar todo o archivos individuales para cada uno de los documentos requeridos? / Can the files be zipped in one big file or have they to be separated (that means one link to download or individual files for each of the required documents)?

Puedes comprimirlos y enviarlos y enviarlos pro “Google Drive” o “We Transfer”.

You can zip them and sending them by a “Google Drive” link or “We Transfer”.

2.13. Para la lámina 3, cuando se pide el desarrollo de un área de las tres propuestas en una zona de 1.5 km por 1.5 km para mostrar el diseño del tejido urbano, ¿se puede cambiar la forma del área, respetando el área final de 2.25 km2? / In the sheet 3, you ask the development of a 1.5 km x 1.5 km zoom to show an urban tissue design. Is it possible to change the shape of the area of 1.5 km x 1.5 km maintaining the 2.25 km2 area?

No se puede cambiar la forma del área.

No, it is not considered modifying the shape of the zoom.

3. ACERCA DE DATOS / ABOUT DATA

3.1. ¿Puede ser que la capa de construcciones que se encuentra en el mapa de interacción ciudad y paisaje no sea de la misma fuente que el mapa de autocad? / Is it possible that the building layer it has not the same source as the Autocad file?

Efectivamente esto es así, agregaremos una capa lo más ajustada posible para ser trabajada en el archivo Autocad. La subiremos a la carpeta INFO EXTRA.

This is true, we will upload one adjusted layer compatible with the Autocad file to the folder INFO EXTRA.

3.2. ¿Tendrán fotografías anteriores aéreas del lugar? / Do you have historical photographs from the place?

Hemos agregado un set de fotografías antiguas. La hemos relocalizado en la carpeta INFO EXTRA.

We have added a set of historical photographs from the place. It is allocated in the folder INFO EXTRA.

3.3. ¿Tienen datos de pluviometría? / Do you have rainfall data?

Hay información de estaciones meteorológicas de la Dirección General de Aguas (DGA) en el Explorador Climático: http://explorador.cr2.cl/ que es una plataforma para visualizar el archivo de temperatura, precipitación y caudal de todo Chile, entre 1940 y 2016. Cabe mencionar que esta es una información puntual. Una cuenca esconde comportamientos respecto a las precipitaciones muy diferentes. Para obtener un modelo espacial continuo, es decir, pasar de un dato discreto (una estación situada en un punto concreto) a un dato continuo (es decir, "espacializarlo") hacen falta más estaciones, un modelo del terreno, la distancia al mar, latitud, etc. Una serie de variables para generar una ecuación. Esta sería la forma correcta. El dato de una estación nos da una idea de lo que puede llover en una zona de la cuenca, nada más. En esta competición no solicitamos en específico un trabajo preciso con respecto a la precipitación, por lo tanto, esta información no es de uso obligatorio.

There is information based on weather stations from the National Water Bureau (DGA).The access to this information is http://explorador.cr2.cl/ which is a website to visualize temperature, rainfall and flow water in Chile, from 1940 to 2016. It is important to mention that this is localized information. A basin normally has a highly diverse rainfall patterns. In order to get a continuous spatial model, so going from a discrete data to a continuous one it is necessary more data from other weather stations, a terrain model, the distance to the sea, the latitude, and so on. In other words, a series of variables to generate an equation. At the end a particular data form one weather station gives us an idea of how much can rain in a particular place, nothing else.

In this competition, we are not asking for a detailed understanding of the rainfall data, so it uses is not mandatory.

3.4. ¿Tienen archivos SIG de la Cuenca? Todos los archivos que tenemos son formato Illustrator, entonces nuestro departamento de SIG tiene problemas. / Do you have the GIS files of the basin?. All the files we get are illustrator so our GIS department having a hard time. I hope you can help us.

Contamos con información “cruda” en GIS y la añadiremos a la carpeta INFO EXTRA. Pero porfavor, como mencioné antes, se trata de información “cruda” que no será editada para el mejor entendimiento del proyecto. Esta información no es de uso obligatorio.

We count with some “raw” information for GIS and we will add it to the folder INFO EXTRA. But, please take into account that information as I mentioned is raw and we will not edit anything to the better understanding of the project. This is extra information and it is uses is not mandatory.

3.5. ¿Qué significa “Tejidos estacionales” en la página 13 del doc concurso de ideas? , ¿Tejidos resilientes o nómades? / What does it mean ‘seasonal tissues’ in page 13 of the doc call for ideas competition? (Resilient or nomad tissues?).

Tejidos estacionales es un concepto que ha sido incluido a propósito para desarrollar ideas. Tiene el objetivo de provocar una discusión. Se puede definir como prefieras.

Seasonal tissues are on purpose a “concept to elaborate about”. Has indeed the aim of provoking a discussion. You can define it as you prefer.

3.6. Sobre el trabajo en el territorio fluvial ¿Qué significa respetar el área definida? ¿Quiere decir que no se puede construir? / About the fluvial territory. What means “respecting” the defined area? This means that we are not allowed to build in this area?

Significa que el diseño que se implemente ahí debe estar en sintonía con las ideas planteadas por este concurso. Cómo y cuánto construir o no construir es una decisión del equipo.

Means that the design for that area should understand the proposed ideas of this call. How and how much to build or not to build it is a decision of the team.

3.7. ¿Qué significa un proyecto de 15 años?, ¿Para el zoom de detalle?, ¿Para la visión? / What does it mean 15 years’ project? For the detailed zoom? For the vision? Page 20 of the doc call for ideas competition

El marco de tiempo está basado en período de crecimiento (medido formalmente por el INE). Es un marco de tiempo para establecer la cantidad de vivienda a localizar en el proyecto. Obviamente las multi-escalas tienen diferente marco de tiempo.

The time frame is based on the growing period (formally measured by the INE). It is a time frame for calculating the quantity of dwellings that the city it is expecting to build within 15 years. Of course the multiscale exercise set different time frames.

3.8. La plataforma logística en el sector desembocadura, ¿Se pueden obtener más documentos de los proyectos propuestos? / Logistic platform in “desembocadura’ site: can we have more documents about this ongoing projects?

3.9. Se supone que debemos localizar 2000 viviendas en el zoom de 1.5 km x 1.5 km? / 2000 dwellings allocation: is it expected that we show how to allocate this amount of dwellings in one zoom of 1.5x1.5 km?

No, se deben localizar las viviendas dentro de la totalidad del zoom urbano.

It is not the case. You need to allocate the dwellings inside the whole urban zoom.

3.10. ¿El criterio de factibilidad va asociado a un límite de costos? ¿O es el costo un criterio de evaluación? / The feasibility criteria it is related to a limited budget? Or the budget is an evaluation criterion?

El costo no es un criterio de evaluación, lo que definimos como factibilidad tiene que ver con el entendimiento del contexto. Pero no queremos que el costo sea un límite para el diseño creativo.

The budget it is not an evaluation criterion. What we call feasibility is related with the context understanding. But we hope the budget is not a limitation for a creative design.

3.11. ¿Es posible utilizar la zona que abarca desde el estadio hasta la población La Isla como zona de estudio de la tercera escala? escala “Sitios específicos”. / Is it possible to work in the area defined by the stadium till La Isla neighborhood as a study area of the third scale? The “Site Specific project” scale.

Las zonas ya están determinadas, es verdad que los límites en estos casos nunca son totalmente definidos, les pedimos que se guíen por las indicaciones dadas en los textos entregados previamente.

The areas are already defined. It is true that the limits in these cases are never totally defined. Please, follow the guidance given in the documents.
